I had to switch iPhone 5S (Apple couldn't replace the battery) so I restored a password protected iTunes local backup. To my surprise, most of the apps still need to be downloaded from iCloud. Being on a metered internet connection, this really sucks!

Is this expected behaviour? Is there a way to do a FULL backup (including apps) of the iPhone?

iOS 11.1, iTunes 12.7.1.14

I had the same issue. I had a 50GB+ backup size and I got hosed when the apps started downloading. I’d have been better off with an iCloud restore I think. (This was for iPX tho)
