I need to do a full restore from a machine that has 11.2.1 installed but installer available from the app store is only 11.2, Will I still be able to do a full restore? I thought in the past you need to have the exact operating system the backup was made from or newer to do the restore. I also find it strange that the Mac App Store is not allowing a full download of 11.2.1.

I actually just performed a restore. I wiped the drive and restored and of course it was 11.2 not 11.2.1. When the install finished I had to install 11.2.1.
I restored files only from my Airport Extreme via wifi, which I do NOT recommend as its super slow.
Bottom line, it should work just fine for you. As long as you have a good back up, the most you will lose is time.

If it's for an M1 device the full 11.2.1 image can be found here to use with Apple Configurator 2.

The full installer is not available from the App Store for some reason. That may be due to it being minor release (as you mentioned).
