Restoring iPhone 4S 6.1.3 iCloud backup on a new iPhone 6S Plus (iOS 9)? Will I run into problems?

Should be fine. I would get a backup to iTunes tho. Its more reliable. Also a settings>general>reset>reset all settings afterwards would be recommended. Not 100% necessary unless you have any problems but its not hard and def recommended.

BTW you could probably sell that 4s for $1500 with iOS 6 still on it
