I just restored my iphone 6s plus to 9.2.1 from 9.3 due to the Safari Link Bug that rendered my iphone useless to me. I am currently restoring from an old backup to put all my apps back on.

The apps are being downloaded again and not being synced from the itunes backup. My internet connection is painfully slow (2.2 down) and will probably take days to finished syncing. Aren't the apps supposed to come from the backup in itunes? Did I do something wrong? I seem to remember Apple changing the way apps are backed up but I don't remember them having to be redownloaded.

Is there any way to direct sync my itunes backup to the iphone?

If the backup was stored on your Mac rather than iCloud, (I usually backup to both) then the restore should be fairly fast if the iOS apps were downloaded originally to your Mac. I have an iMac with lots of hard drive space so I download all my iOS apps first to the Mac and then sync them to my iPhones.

If your home connection is slow, go somewhere that has free WiFi and a faster connection. Starbucks, McDonalds, and even some super markets like Safeway have free WiFi that is generally fast enough for most things.
 
My backup was made to my windows computer. I restored from itunes. However, it's downloading all the apps from the app store. I never used icloud backup.

Any other ideas?
