Two problems.
You cannot downgrade to iOS 10.3.3 as it’s no longer being signed.
Second, no. You cannot put a newer backup on an older OS.

Odd. I thought once they fixed the bug, they stopped signing it. But regardless you cannot restore a new backup to old iOS.
