I was never a huge fan of Jailbreaking, but when I saw the Jailbreak.me, I decided to try it out. After about a week, I'm noticing my phone to get slower. Just to make sure I'm right, I should restore my iPhone and all is back to normal, correct?

I had the same problem I just restored as a new phone. Jaikbreaking was eating the battery fast and i only really used sbsettings, winterboard etc.
 
Does that mean you will lose all your contacts and pictures? And your saved application data?

Contacts and pictures should be on your computer, given you've synced it all. With that said, back up your device before the restore. Unfortunately all saved application data will be lost.

Winterboard was the problem, well not really winterboard per se, but a poorly designed theme that ate the battery life. The act of jailbreaking doesn't affect battery or performance. It's what you install after you jailbreak that does.

Yeah, WinterBoard is known to be high on resources.
