I have just upgraded from 10.6.8 to 10.11.4 (yes I've been living under a rock for several years!) and am horrified to discover that the scrolling bar to the right of Finder windows, web pages, etc, has been removed from the GUI. It may seem insignificant to most users, but I have a physical disability, and I cannot use a trackpad or any of its associated swiping gestures. As such I relied on this bar to scroll my way through the contents of folders, web pages, etc. Now this has been taken away, I have to resort to either using the scroll wheel on the external mouse I use, or the arrow keys on the keyboard, neither of which are as easy for me to do. Is there anyway to permanently restore these scrolling bars to the GUI?

Go to the System preferences,
click on General, then select Always for the Show scroll bars:
