I watch livestreamed church services every week. Always works good for me.
A friend watches same live stream, also from his home.
Recently (last few weeks) the friend gets a "Restricted video" warning, so cannot watch the live stream.
BUT, when the live stream is posted on the same channel as an archive, that same person can watch that same video, no problem.

But, my friend wants to watch live, and cannot. Other live videos (could be children's live programming, or pet shows, or random other live streams that he has tried, gets the same "Restricted video" on the live stream, yet the posted video (after the broadcast) plays completely normally. (I am part of the team that does the live stream setup, so I know that there are no viewer restrictions set on the broadcast end. This is the only viewer on our channel who has that type of problem (as far as I know). He is on an older Windows system, so don't know if that is related to suddenly having problems.
My friend does not have any apparent restriction set anywhere, and cannot discover any kind of setting that might interfere with live video, yet let the same video play when NOT live.

I know this is a totally random kind of question, but just throwing it out to see if anyone has any ideas for how to troubleshoot.
(I looked around for an hour or more on Google for Youtube help, and that issue doesn't really appear (videos not restricted, but live streams won't play)

This is a long shot, but...

For awhile on my home network I used a DNS "CNAME" record to redirect www.youtube.com to go to restrictmoderate.youtube.com

Is it possible that something like that is set up for his local network (or even for a particular device)? I'm speculating that during a live-stream, Youtube wouldn't "know" whether it should be "restricted" or not, so maybe by default livestreams are not allowed to appear on the 'restrictmoderate.youtube.com' version of the site. Maybe anything "live" is restricted in that sense. After it's posted as a finished video, it could then be considered "safe" for the restricted site.

One other effect I noticed from my cname redirection was that all comments are hidden on restrictmoderate.youtube.com. IF he's using a computer to watch the videos you could ask him if he can see comments. (If he's watching with a streaming device like Apple TV, then I don't think that difference is noticable.)

I sat at his computer for about 6 hours today, trying lots of different steps.
"Live" videos will not run, no comments on any Live video, just isn't allowed to view those.
"Normal" videos that are not live always run, and comments for those videos are always displayed while viewing those videos.
No "Live" video of any form on Youtube will run, nor will comments appear for those live videos
I installed and tried Firefox, and Chrome on his PC. Neither of those would allow any "Live" videos, even without trying to log in to his Google account.
It seems that the "restricted" setting is retained in Windows general internet settings. The Restricted setting is supposed to be browser specific, but on THIS PC, all browsers that I tried show the same "Restricted" setting, even on a fresh install of a browser that had not been installed on that PC before I tried it out.

I think I need to reset/remove all internet settings on this PC, and I have to do some research on that.
(It's about 10 year old HP (cheap) tower -- I think the guy is about ready to give up on it
