iPad mini resurrect an old ipad mini

I found an very old ipad mini (1st or 2nd generation), I think it has iOS 9 or something, it was there to collect dust for the past years. I remember few years ago, one day it just stopped working because some issues with the activation. Now I dug it out from my pile of junks, (what a waste), recharged the battery, I turned it on, there is a screen says Activation Required. I don't even remember the passcode. What can I do?
