Hello all. I synced several photo folders on my desktop PC with my iPhone XR via iTunes. The folders were on my Windows C-drive.

Well you can probably guess the sequence: C-drive dies and I can't find any backup drive with these photos. Still holding on hope that this old hard drive can be revived and the original photos retrieved. But in the event that this cannot be done, is there a simple way to extract the synced photos from the phone? Any freeware able to scan the phone -- Windows only recognizes the Recent Photos. Is this a job for someone in an Apple Store or am I overthinking things?

Apple store wont help you anything regarding data recovery period.

There seems to be no free software to do so. iMazing charges for photo transfer, so does iExplorer. But if you are lucky getting into DISM folder on your iPhone using those software (not windows explorer), you might be able to copy them out. I haven’t tried tho so don’t quote me on that particular method.
 
Usually, if there is a backup on iTunes, you can recover from iTunes backup easily. Or if you just want to recover photos only, you can try some pro iOS data recovery software. As I know, almost all of such softwares are not free. You can searching online and have a try. Good luck to you.
