Return key does not work in dialog box buttons

After upgrading to Catalina from High Sierra. I found that I can no longer use the enter key in place of the mouse to click on dialog box buttons. Keyboard access and navigation is currently enabled in keyboard settings.

I'm guessing you installed Catalina which includes the latest security patch...

Could this be related to the recent security update, I run Catalina (on an early 2015 12 inch MB, 8GB RAM / 256GB) and just installed the security update, same issue, mainly on websites. Prior to that it worked just fine (albeit a little slow).

I did upgrade to the latest version of Catalina, however, the other computer that I performed the upgrade on does not have the same issue. What eventually worked for me was running brew upgrade which removed the old version of rectangle that I downloaded from the homebrew directory, and replaced it with the new version.
