Revert to signed iOS via iTunes?

Assuming the OS is still being signed - i.e. 11.0.3 - one can still downgrade from, say, 11.1 to another signed version of iOS using option+restore in iTunes, correct?

That is correct. You essentially have about a week or two after a new iOS is released to go back.
