Picked up the new iPad Pro and want to put 12.4 on my Air 2 to make it usable for someone else (13.x is just too slow). Don't have a local backup. What are the options for accomplishing this? Thanks
 
13.x runs OK for us on the iPad Air 2. What issue are you having with it?

Anyhow, AFAIK, you can no longer install iOS 12 on it as it is no longer being signed. A local backup wouldn’t help either.
 
-erase all content and settings
-delete large unnecessary pre-installed apps (e.g. GarageBand, etc)
-disable Background App Refresh (either completely or selectively)
-disable Siri suggestions
-try to keep at least 20% free space
