Review Confirmed Photos Showing Old Photos No Longer in iCloud

Not only are the photos on my device (iCloud) showing up, but also old photos that have long been deleted from iCloud. Does Apple save these thumbnails even after the original photos are deleted?

Not only are the photos on my device (iCloud) showing up, but also old photos that have long been deleted from iCloud. Does Apple save these thumbnails even after the original photos are deleted?

Ran into that today. I was reviewing photos of people on my iPad and it was showing old photos I was sure I deleted and am a bit confused/concerned by this. Seems to be an extremely new or unique problem because this is the only place where anyones addressed this.

I have the same issue after upgrading to iOS 15, my Air is still on Big Sur.
