When I tried to play a video file from the Desktop folder with VLC, macOS informed me that VLC requests access to the Desktop folder. What's strange to me is that VLC started playing the video even though I hadn't yet granted or denied it access to the Desktop Folder. Even after denying access, VLC was still able to play the video. Shouldn't it only be able to play the video after I have given it explicit access? Or am I misunderstanding this security feature? Or does it simply prevent applications from accessing files and folders without the user's knowledge?
 
No, that's not how it works. If you open a file from the Open panel or drag it to vlc, or double click in Finder to open it, the app will have automatically access to that file.

Access to the "Desktop" "Documents" folder means the app can open a modify those folder without a user initiated action. I have no idea why VLC is kicking in those dialogs.
