does apple allow 3rd party app to implement rich notification? Like how in the messages app if you force touch you get to see your whole conversation. So far Facebook messenger only allows you to reply to the current notification but doesn't show the whole conversation like in the messages app. Unless apple doesn't allow it? Can anyone confirm?

Yes they allow it. See apps like Airmail and Spark for email. Lyft was also demoed at WWDC. Not sure if they have it running yet as I haven't tried it.

Yeah I've seen it on those too but I'm mainly referring to messaging apps like messenger and whatsapp.
