not sure if this is an issue on iOS 15 or my new iPhone 13.
The ringer volume when someone calls, after a couple of rings the ringer volume goes down even if the buttons are all the way up.
Is this normal?

It sounds to me like the "attention aware" feature. If you look at the screen while an alarm or ringtone is playing then Face ID will lower the volume.

yes thank you that's what it was. I didn't know about this feature, don't think I had it on my old phone
 
I just realized this with my new Face ID iPhone. Coming from an iPhone 8, at first I thought this was a bug, but apparently is one of those fine details of iOS ??
