Hi,

My wife has a problem with her iPhone in that when it rings, it only rings for 15secs before it cuts to voicemail. She cannot get it out of her handbag in that time so she always misses the call. If at home it might be the other side of the room and again she can't get there in time.

Is there anywhere in Settings that one can change this so that it rings for much longer?

As it happens mine also only rings for a short time, but as it is always in my pocket it is not a problem.

Perhaps it depends on your network provider?
 
As you speculated, it is dependent on your carrier.

Some carriers will let you change the ring time by entering a "secret" phone number.

Some carriers will change it if you call customer service. (Example: AT&T).

And a few carriers won't change it at all.
