What exactly are you trying to accomplish?
Movies on film are 24 fps. In order to transfer them to 25 fps DVD, there are two options. One option is to add a duplicate frame every second, and the other is to speed up the film by 4%.
I have some DVDs with the 4% speedup and basically I'm trying to undo this effect (it's noticeable in Star Wars as all the music is a semitone higher than it should be). It should be simple enough to do but I can't find any software to do it: It should be a matter of encoding the video as usual but instead of flagging the video as 25 fps in the header, it should be flagged as 24. This will make each frame appear for 4% longer and therefore the whole movie will again be the correct length.
Once the video is the right length, I can easily slow down and reduce the pitch of the sound, no problems there. It's just the video that I'm having trouble with.
I understand what your saying and I would of said Handbrake and just set the frame rate from `same as source`to 24fps but after thinking about it all that will do is remove a frame and the video will still play at the same speed. So I dont know of any software that will do what your asking.
Yeah, I tried that and it's just removing a frame. I found a post on the Handbrake forums where the developers basically flamed this guy for even asking about it
I've also heard that VLC 1.0 will be able to play from the DVDs directly at 24 fps, so it looks like that will work for playback when the time comes, but it would be nice to be able to get "proper" rips onto my iPod too.

To conform a 25 fps clip to 24 fps in Final Cut Pro:
1 In the Browser, select one or more clips you want to conform from 25 fps to 24 fps.
2 Choose Tools > Conform 25 to 24.
The clips are conformed to 24 fps.
I can access FC Express through work (although I don't know whether Express has this feature) but that's a bit of a pain so does anyone know of anything free?
