Apologies is this has been asked before...

I have started using Handbrake to rip my SD movies (constant quality at 62%) for my AppleTV. Question is, can I also rip blu-ray movies using Handbrake if I get an external blu-ray player? Are there any issues with this and once ripped, will they play on my AppleTV in 720p quality or better?

The only BD-ripping solution currently is a program called AnyDVD HD, and it only runs on Windows currently. It will work with an external BD drive. After the movie is ripped and on your hard drive, you can use Handbrake to convert it to something playable on the AppleTV. Search a little bit and you will find a guide already on here.
