So I’m trying to silence unknown numbers (when not an emergency) but allow contacts to ring/text me.

DND mode with “Allow calls from: all contacts” - lets me use the “Repeated calls” feature to let a loved one calling from an unknown number push their call through. However, this mode silences text notifications.

The new iOS “Silence unknown callers” lets text notifications be heard but does too good a job blocking calls because there’s no push through option.

Any ideas or something I’m missing?

Have you tried an App for it? On AT&T I use Call Protect, but I think most carriers now offer something for this

Apps to help block robocalls haven't worked for me. I've tried many but nothing's helped. But that's just my personal experience.

Call Protect works pretty well. Blocks the majority of spam/scam calls. Also lets you decide on what to do with each call type.
