Had plenty of room before, but now my phone is full :( Should I turn off icloud?

Unfortunately my phone is only a 64gb iphone pro. Been away from iphone for a while. Everything was fine until I turned on iphoto sync in icloud.

Settings are:

iCloud photos (on)

Optimize iPhone Storage (on)
Download and Keep Originals (off)

Upload to My Photo Stream (off)

Shared Albums (on)
 
What's showing up as using more of your storage now (under Settings > General > iPhone Storage)?

Nothing glaring. It's still calculating the categories though.

So what does it look like as far as what increased to take up all the space? Is it then the System or Other category?
 
How much free space do you have in iCloud? If it's not enough for photos, Other will blow up due to pending sync. In this case turn off iCloud Photo Library and make a hard restart.

If you have enough space -- leave it charging overnight with good Wi-Fi and not on battery saving mode.
