I had an old Retina MacBook Pro 2012 15" lying around with an iFixIt kit to replace the battery. After a few years now I finally got around to switching it and the plan is that my wife is going to use it. It seems to still work fine, but the right fan is making a noise. I opened it and cleaned it, but that didn't work. Right now I just unplugged the fan, but is there any issue with only using one fan? I know it might get hot and throttle, but it is only going to see light use (streaming and browsing). Is there any serious issues with only using one of the fans? I assume there are safe guards on the CPU so it doesn't overheat?

There are safeguards. If you're okay with it getting hot & throttling ¯\_(ツ)_/¯ go for it.

Otherwise you can order a new fan from iFixIt or elsewhere.
