Safari 15 on Mojave?

Does anyone know if Safari 15 will make it down to Mojave when the official release comes this fall? I know you can’t currently download the latest Tech Preview release. Maybe a not a good sign that 15 will come to Mojave. Maybe 14 will just continue to receive security updates.

Unless Apple provides an installer, I don't think it will work.

I just read that safari 15 is for Catalina and Big Sur only.
the website is idownloadblog but apple is not classifying anything yet
and I can't get anything about upgrading to safari 15 on the MBA.
