I've just upgraded to Safari 16.0 under OS 12.6, and the tabs have, once again, stopped loading in the background. I have a group of tabs that I click to load up all the URLs for the day. I want them all to load at once—not once I've actually clicked on any given tab.

Absolutely maddening. Apple keeping adding useless features (e.g. tab groups) whilst degrading what used to work so well.
Not being consistent for me. Sometimes other tabs do seem to load, if you wait a bit.

Same thing here. Not a big issue, but very visible.

This is a big issue since it happened under Safari 14.0, was then fixed in 15, and has now re-emerged in 16.
In my case, Safari 16.0 (16614.1.25.9.10, 16614) on Big Sur 11.7 (20G817), it seems to delay the loading only if on the same domain.
So, apple com, github and youtube, all load in the background, but github, github, github, only loads the first tab.
It might be a useful feature, as many websites now use poorly configured DDoS protection.

Any way to revert to previous version of Safari (where tabs loaded in the background without problem)?
Re-installed Monterey, which is a pretty painless process, reverted to Safari 15.x for me, with tabs preloading as expected in the background.
Just search for Monterey in the App Store and download the installer, which should auto-launch. Follow the instructions and it will install the latest Monterey version.
Just downloaded Safari 16.1 beta 1 for Monterey (through the website with a developper account), same build number as what you mentioned, and tabs seem to preload OK in the background.
