Just a bit of a warning: If you're planning to upgrade to Safari 16.3 then I'd suggest that you take a screenshot of your Favourites bar first. After the update, mine were all in a random order and it was fairly jarring. I think I have them mostly in the right order now, but it still feels a bit "wrong".

Hopefully I'll save a few people some frustration with this suggestion :)
 
Hmmm... mine survived the upgrade. Only eight items, two are direct links, the other six are link folders and the contents there seem to be in proper order.

Maybe device upgrade order in play? I upgraded iOS devices first and did MacOS later in the day: iCloud synced down the "upgraded" bookmarks (or some such thing).
 
Mine are the same: 12 direct links, including one local html file, and 3 folders with about 150 links.
I’ve updated to Safari 16.3 first, then to Monterey 12.6.3. No iCloud sync.

Strange! I have 10 links and 4 folders, so shouldn't be hitting any limits or anything.
 
It turns out that one of my folders (that I don't go into very often) was also rearranged. The other three folders are fine though!
 
I had this issue, not with Safari 16.3 but sometime between adding a '20 iPad and a '21 MBP; my Favorites got scrambled, but most of the links in folders (no folders in my Favorites) completely disappeared. That kinda hurt.

Hmm, and I just checked, I still have 16.2 (does "Automatic Software Updates" work for anyone?). It's after Happy Hour here, so I'll look into this tomorrow. ;)
 
Mine also, luckily most remained unchanged. Weird.

Not sure if it's relevant, but I also updated to Monterey 12.6.3 at the same time. No iCloud sync.
