Been having this issue in Safari for a long time now. It happens even after a clean install of MacOS and immeditely opening Safari, logging into Reddit, and scrolling down the page. As you can see in the video, after Reddit loads additional posts, it will start bouncing back up a few / more lines.

Having this happen on a Mac Studio and my MacBook Pro 13' 2021. Doesn't matter if I am using a third party mouse, trackpad, or Magic Mouse. They all have the same issue. I will say it sometimes happens in Firefox, but very rarely. It happens in Safari every time, 100% of the time.

Anyone else having this experience and any fixes or ways to report it? I know I can switch to the classic Reddit view, but I really do not enjoy having to use that. Also happens in the Technology Previews.
