Safari: Control-tab not working for switching tabs

The keyboard shortcut only highlights the URL field. Anyone else experiencing this?

Just tried it, it switched tabs just fine. Do you perhaps have any app that is conflicting or taking over keyboard shortcuts?

Thanks! I have Karabiner Elements installed, but have not specified a use for either control or tab. Control-tab for switching tabs works fine in Firefox and Chrome on the same Mac.
