I can't quit Safari without it crashing. It seems to work fine while I'm using it, but as soon as I try to quit, it stops responding and I have to do a force quit. Any ideas?
 
Do you have any Safari extensions installed?

Is this happening with any other apps?

Try making a second (temp) account on your Mac then boot into that account and tell us if the problem is still there in that account.
 
No extensions installed. Not happening on any other apps. Problem does not happen when using the "Guest" account. I am about to try a clean reinstall of Safari.

Reinstalling Safari won't help. If it does not do this in the guest account, that means you have a launch or startup item running in your account that is causing this. Login to your account, the use the app Etrecheck to create an anonymized report of everything running, then post the report here so we can have a look.
