Safari Develop menu - Open Page With sub menu not working?

As the title says, when I click on the Open Page With sub menu in the Develop menu as seen in Safari's menu bar (version 3.1), nothing appears :confused:

All the other items in the Develop menu works except for this one :confused:

Is it possible to use this "Open Page With" feature with TextMate?
