I updated to 14.4.1 last night and noticed today that my Safari icon disappeared. I've checked to ensure that I haven't placed a restriction and have done both a reset as well as restore on the phone. When I restored from a recent backup, Safari appeared but as soon as I navigated away from my "home screen", it disappeared again. Figured I'd ask this august group for any advice or if I've missed a discussion on this topic along the way already. Thx!

Hey! So glad to hear someone else is also having this issue. I manage IT for a medical facility in Alaska and a decent portion of our physicians/staff all noticed safari was gone today. This has been noted in iPhones and iPads. Both pre IOS 14.4.1 update and after. Strangeness that was witnessed: Doctor X walks in room asking for help with missing safari. Shows us not there. Tech looks at phone and searches, can’t find it. Hands phone to me who searches and it’s there. Hands phone back to doctor and then safari disappears instantly not only leaving out of his app dock but becoming unsearchable.
Creating a shortcut in the shortcuts app to google something in safari will allow you to create the shortcut but when launched you receive an error “This action cannot be run because safari is restricted”

This issue never hit my phone until the night after work around 12 hours after I first saw it happen to others and updated my phone to 14.4.1.

doing minimal research in the 14.4.1 update results in some info in regards to issues with the WebKit that safari uses to browse the internet so I think they may be related.

Apple support is suggesting to individuals who call them with this issue to factory restore their phones or restore from a backup and this does not resolve the issue.
 
Update!

there was a recent OWA issue (Outlook Web App) that got hacked. It’s been suggested that companies still using this turn it off. We have since turned off our OWA and received issues with staffs emails updating in their phone. This issue had something to do with SSL. We made changes to our company’s firewall to allow certain traffic through but block others. Ever since this change if we have our work exchange emails loaded onto our Apple devices in the mail app safari goes away. As soon as we remove our email from the mail app safari is back. Still digging into the full issues but setting up on outlook app vs mail app allows you to have both safari and email
