Hello, I tried googling and searching in the App Store without success.

Is there an app that allows users to block cookies/cache for selected websites?

Hi! There's an app from the appstore called Cookie, but it's pay to use. It's been on the market for more than 7 years and might be the thing you're looking for due to the amount of features it provides.
You can also remove particular cookies yourself by going to "Safari->Preferences->Privacy->Manage website data". Here you can search for specific websites that store cookies and remove them.

A couple of Safari iOS15 extensions I've seen which might be what you are looking for. See a whole list of extensions here which might have a few that work for you such as:
