Safari 14.1, iMac 19,1, finished a clean install, no migration. Safari favorites icons are going generic on my Start Page. Is there anything that can be done to prevent this from happening?

I sure don't know how. The favcons will also turn generic when you clear the Safari cache or manually clear Safari history. It doesn't happen with Chrome.

The icons are stored in Safari’s cache they will come back when you visit the sites. There is no way to prevent that happening.

I don't understand what you mean no way to prevent. Why is an icon temporary? Its a fixed item isn't it?

the icons are cookie related, delete the cookie, delete the icon.
internets cookies are not bad things at times.

I use cookies selectively w Cookie App. I say which website cookies to delete and which to save. My Favorite icons are all saved cookie sites. So why do they go generic?

You said you did a fresh install, safari pulls the icon from the website, if you clear safari’s history it goes. These are not like applications, when you visit the site again, Safari will pull the icon. If you clear the history or cache it will clear the icon.
