Safari forms not filling

I have had an issue with Safari not filling in user names or passwords. They are saved and it prompts me to use the saved password from keychain but it will not fill in. Safari Technology Preview works it is just regular Safari that does not work on my Mac. I have had multiple updates and the issue does not resolve itself. Is there a way to nuke the safari pref files and reinstall without doing a total reinstall of the system?

What's your Mac and which macOS version are you running? Does it happen on specific sites or all sites you're trying to log into?

M1 Mac newest beta but it has been happening for 6 months and started on a non beta version error has been passed through to news versions of safari. It happens on all sites.
