I was trying to change the safari startup screen, then it suddenly locked up.

From that point on every time I try to start safari it just freezes; I can’t get to any preferences, all I see is the beach ball.

Doing a safe start doesn’t help and I’m running a MacBook Pro 14 with 16gb with plenty of space.

What you might try (no promises):

Don't try starting Safari (yet).

Go to home/library/preferences.
Scroll down through the ".plist" files until you come to:
com.apple.Safari.xxx
... with "xxx" representing different Safari plists.
Then... delete all of them.

Then... try opening Safari again.
Again, no promises.

BTW, based on your current experience, I'd just leave the "Safari startup screen" alone...
