Safari freezing

This morning Safari started acting weird. small lines and dots appear in the 'background' of the browser window after a while, and after a couple more minutes the application freezes and I have to restart.

What could this mean?

What should I do?

Whenever I'm having Safari issues, the first step I take is to quit it and reopen it. If that doesn't help, then I reset Safari from the Safari menu.
