When I take a screenshot in Safari, I used to have the option to make it cover the entire webpage. I'm not finding that any more, for any site whatsoever.

Still works for me.
 
I haven't solved the problem, but I found a workaround which is actually better. When on the webpage, you tap the Share button, then under Options, choose pdf, then save to Files (or whatever else you want to do with the page).

I found that when the screenshot is taken the image appears immediately but the headers including the full screen option appear about a second later. So it’s easy to imagine that those options will just not appear occasionally, though I have not had that happen yet on my 13 M4. The software still has quite a few rough spots.
