safari help

I do not know the background to this story, but my mother called me and said that she could not get into safari. I told her she probably got rid of it from the dock, and showed her how to put it back. This did not work as there was no safari. Even looking in finder. She is not the administrator, but my father's account is. His account is the only one with safari. I am wondering a way to put safari back to her log in. My parents both don't understand computers well, and am not at home to figure this out what may be wrong. Also, there is no parental blocks on her account.
