Basically the scenario is lets say I have 20 tabs in Safari and 20 tabs in Chrome. Safari will not display all the tabs. You need to scroll along the top to get the some of them. In Chrome it just keeps making the tab smaller and you can see all of them. How can I get Safari to behave like Chrome?

No, you cannot make the tab smaller like Chrome/Firefox. It is automatic in Safari. If you want to see all tabs, please click 'View' menu and select "Show All Tabs" item.
