Safari, and anything that uses a web interface (Such as Itunes and App store), and 3rd party things like Dolphin, are all lagging horribly for me. I'm unable to do things. There's no smooth scrolling, with rubber band effect. And sometimes it just doesn't respond to key presses. I had to select something from a scroll wheel, and it wouldn't recognize me touching it at all. I'm on 5.1.1 and I've jailbroken, but I've restored my phone and I'm still having the same issue.

Anyone else ever had this issue, and know how to fix it?

Okay, so now even Music is lagging, it won't respond to me selecting songs, doesn't do the rubberband thing, and to select a song I have to go into "Now Playing" and then hit back, in order to select another song. This makes no sense and is making the phone unusable.
 
Im sure you have tried this, but have you done a complete reboot. If that does not help try a restore.

Done both of those actually.... Another thing I've noticed is my phone is running unusually hot. Just driving to work today playing music, in a air conditioned car, it was burning hot after a while. And its not like it was streaming music either. So I'm thinking I might just need to go have Best Buy replace it (Again [but I can't complain, they're replacement plan for iphone is good])

There are severe issues with internet and at least Verizon today. My IT man checked and it is showing 40% of internet down in USA and more than that in other countries. I am in PA and it is listed a 0% internet and 100% lost packets. Hopefully this will be worked out soon. Not sure if this is your problem, but I know it is mine and it is acting as you described.

Did you restore as new or from a backup. Sometimes it's better to set up as new so things are carried over from a backup.

I'll try tonight then restoring from new. Because yeah, last time I did use a backup. That might be whats causing it then.

Well Doing a full restore worked, no backup... I've been using that same chain of backups since my original 3G back in 2009, and its been on every one since... How sad....
