Safari mute/unmute speakers not there

I upgraded to el capitan earlier today, and its almost like my safari didn't upgrade. I know thats probably not possible, and I'm pretty sure thats not the issue, but I was really looking forward to being able to mute and unmute individual tabs, and my safari looks the same as it did before there is not a speaker icon to mute or unmute. Under "about this mac" it says I'm upgraded to el capitan, so do you have to do something to activate the safari speaker icons or is that only for certain systems or something? Or did my upgrade not take fully?

I might be stating the obvious if you're actually having issues, but the icon only shows when there's audio playing in that tab.
