I'm running the latest Safari on an up-to-date Mojave.

Whenever I press Command-N (⌘N) it opens a new tab in the current window, NOT a new window.

I even tried changing the Cmd-N setting under System Preferences > Keyboards > Shortcuts, but no luck.

How do I fix this?
 
Is your Dock preferences 'Prefer tabs when opening documents' set to 'Always' and not 'In Full Screen only' ? The latter is default setting. This setting also applies to the Finder.

Look for this in System Preferences -> Dock -> approx. center on the page.
 
Check Safari preferences.
