Safari not saving open sites after quitting app and spotlight indexing after restart

I am having an issue with Safari on macOS Sierra on my MacBook Air 2015. When I quit Safari, it deletes all my open tabs and sites. On my other computer (running El Capitan) it re opens the sites again when I re launch Safari. Is this a new Sierra feature that can be turned on/off?

Also, another thing that is weird with Sierra is that the computer indexes for about a minute when starting the computer. Is this normal or a bug?
