When I attempt to open a .html file from my hard drive in Safari, it fails with this error:
The operation couldn't be completed. (kCFErrorDomainCFNetwork error 1.) (kCFErrordomainCFNetwork:1)
Anyone have an idea of why? It didn't happen until I upgraded to Big Sur. Catalina worked just fine.

Hey, I'm having the same error with safari 14 beta for Catalina. Two things that seem to "solve" it (either will do), but are an annoying workaround are:

• Remove the developer menu in safari preferences => then it works everywhere
or
• put the local html files you want to open in the applications folder => those html files will open even if you have the developer menu in your menu bar
