I am having a problem with safari on the iPad.

All of my link history isn't being saved. For example, i will open linked on this board, exist safari, and return with it appearing that i never clicked them. Moreover, if i turn off the iPad, all of my history seems to reset. Now, logins and passwords seem to stick, so while i don't have to have to keep logging in to sites, i have to remember what i clicked so i don't keep reentering threads.

I tried doing a hard reset, and resetting the history, cache, and cookies from the settings app. None of this seemed to work. Is anyone els having these problems? Any suggestions on how to fix it? Thanks.
 
There is nothing about this on the apple support forum either. I did a full restore and setup the device as a new iPad, enabled cookies for all sites, and i still have this issue where if i turn off the device, my link history is reset. I am starting to think it is the device hardware and not software
