Safari opens empty window along with windows from previous session

As the titles says, anytime you open Safari after quitting opens a new empty window (unexpected behavior) along with all windows from previous session (expected behavior). This only happens on Safari 16 on both Ventura and Monterey but works fine on Safari 15.6 on Monterey. This happens every time and reinstalling the macOS or any of the basic troubleshooting doesn't help.

Anyone else?

Me too! My tabs are from July and i configured open all tabs from last session. Now with 16 it is all empty!
WTF? I cannot use it at all with this....
Where is the link of the Bugticket system..... Jezzzz
