I'm constantly reading an article in safari and after a couple minutes the page refreshes and moves back to the top of the page. These are web pages that are not heavily loaded with media content and they are completely download at the time. But then maybe 4 or 5 minutes later, they refresh and I loose my place where I was reading. I'm sure I can't be the only one this happens to, but I wasn't able to find it discussed elsewhere. This happens on both my iPad Pro and iPhone 6s, so it shouldn't be a hardware issue. If nothing else, I'm hoping iOS 10 solves the problem, but I thought I'd still ask for input as I'm particularly frustrated by it right now. Thanks.

Are you accidentally tapping the top of the screen? That's an iOS shortcut to jump to the top of the page in any app that supports it, like Safari.
No, the page is actually reloading. Sometimes when I see it start to do so, I'll hit the X in the URL bar hoping to stop it, but that usually leaves me with a blank screen.
