Turn off the setting below in System Preferences. Though this is for all apps, not just Safari.

It would be nice if it had it's own preference pane where you could add apps that you didn't want the restore feature enabled.
⌥ + ⌘ + Q
(thats Option + Command + Q)
Simply press these keys when you want to quit an app and the next time you open it, the last opened windows/tabs will not be resumed and you will start with a fresh app.
This hotkey should work with any app that supports Lion's new resume feature, though I have only tested it with a handful of them. For me it seems just as easy to press as CMD + Q normally is, so I think it shouldn't be too difficult for everyone to learn to use.

Except for one very nagging issue: The OS still saves your windows even if you uncheck this option. That brings up two problems:
1) Wasted space and shorter lifespan for SSD owners. Significantly shorter lifespan due to how data is written to cells and the fact cells have limited number of write cycles until they die.
2) The bigger problem - if you ever reactivate the setting listed here, the next time you open an app (say, Preview), every single window you ever opened that is still accessible via the files on your computer will all open when you launch the program.
So let's say that while you have the Restore Windows setting enabled, you use Preview to view a total of 2500 pictures/files. Now disable the Restore Windows setting and go on your merry way. Sometime later you decide you need the Restore Windows setting to make things easier in another app. After that you use something that opens Preview and guess what pops up: every window of every file you opened while the Restore Windows option was enabled.
Now do you see the problem with this option? It's still present in the GM BTW.
