I have found the following process running even though I do not have Safari running

Com.apple.Safari.SafeBrowsing.Service
SafariBookmarksSyncAgent

Can anyone tell me why this process is running and what is the best way to reinstall Safari (Assuiming a problem with safari) I am aware of the reinstall operating system way to correct Safari I am looking at a individual safai app repair.

Without Safari running, I show the list below still running, so I'd say what you are seeing is normal.

That is not correct. When I reinstallaed Catalina they no longer appear.
Why would Safaribookmarkssyncagent be running with safari not even running? why would any safari process be running if safari is not opened?
