I'm still on Monterey because I have a very valuable utility, Print Selection, that is 32-bit but does work in Monterey, and I'm afraid that it'll be lost in Ventura because it's never been upgraded to 64-bit versions.
After upgrading from 122.6.3 to 12.6.4, the Services menu of Safari is empty, save for a weird reference to something called Tembo. There are some services that have a hotkey designated. Invoking that for one of them re-established the provisioned Services menu for everything. Sadly, it then vanishes again. The workaround is easy for me because there's only one service that I use often, and I've assigned a hotkey for it, but I find this problem disturbing, anyway. I'm not positive that it was the last upgrade that did it, but I'm pretty sure.
Any suggestions?
